Pursuant to the authority granted by the State of New York, it is the mission of COMIDA to advance the job opportunities, health, general prosperity, and economic welfare of the people of Monroe County. This is accomplished by actively working to promote, attract, encourage, and develop recreation, economically sound commerce, and industry for the purpose of preventing unemployment and economic deterioration.
COMIDA will achieve this mission, utilizing the powers granted to it by New York State, by providing financial assistance to qualified projects. This assistance shall include conduit bond financing, lease/leasebacks, exemptions from taxation, and/or support to organizations with similar missions.
The board of COMIDA will carry out this mission guided by the tenets of Transparency, Integrity, Accountability, and Exemplary Customer Service.
The County of Monroe Industrial Development Agency (COMIDA) was created under Article 18A of the General Municipal Law of New York State, with the express goal of creating and retaining jobs for the purpose of reducing unemployment and economic deterioration. COMIDA goals also include protecting and promoting the health of Monroe County residents and increasing commerce by supporting the development of recreational facilities aimed at attracting tourists to visit Monroe County from outside of the area.
COMIDA provides assistance to qualified applicants/projects; however, COMIDA does not lend money for any projects, but rather it provides assistance through tax exemptions, real property tax abatements, mortgage tax exemptions, and access to lower interest rates through tax-exempt bond issues. Assistance is available for acquiring, constructing, reconstructing, improving, maintaining, equipping and furnishing industrial, manufacturing, warehousing, commercial, research and recreational facilities.
COMIDA is subject to New York’s Open Meeting Law and the Freedom of Information Law, and COMIDA must comply with the New York State Environmental Quality Review Act (SEQR) for each project. Additionally, for each project receiving benefits exceeding $100,000, COMIDA must conduct a Public Hearing prior to the board action on a project. View Public Hearing Schedule
COMIDA provides assistance without the use of any public funding. Income is generated by the fees charged to applicants, and these monies are reinvested in our community to further the goals of economic development. COMIDA provides assistance throughout the community for the furtherance of economic development initiatives, including the Monroe County Industrial Development Corporation (MCIDC), to fund its GreatRate Interest Subsidy and GreatRebate programs, as well as COMIDA’s assistance to The Entrepreneur’s Network, which provides area entrepreneurs with practical, hands-on education and training programs.
